History
Believers of Zuoying's Ciji Temple built them after, the temple says, their deity Baosheng Dadi warned through a medium in 1974 of a coming disaster. They were finished in 1976. A zigzag bridge links them to the shore, and each tower has a double spiral staircase, one side for going up and one for coming down.
